On 9 December, following an agreement with the technical advisor, another agreement was concluded by Spółka Energetyczna Jastrzębie S.A., i.e. an agreement with the Commercial and Legal Advisor (the consortium of EM&CA and Kancelaria Radcy Prawnego – Małgorzata Szychowska Łódź law firm). The agreements with the advisors make it possible to effectively continue the implementation of the company’s most important investment – the construction of CFB 70MWe fluidal block.
In accordance with the agreement, the commercial and legal advisor is responsible for specifying favourable and lawful provisions to be included in the documentation required in the tender procedure for selection of the General Contractor, as well as ensuring that a utilities contract notice be prepared and duly issued. The commercial and legal advisor will also be actively involved in the entire process of selecting the General Contractor, and will give advice on specifying suitable business solutions and addressing legal and business risks in the contract with the selected General Contractor.
To remind: on 21 October, SEJ already entered into an agreement with ILF Consulting Engineers Polska which has become the company's technical advisor. ILF, in turn, has established cooperation with Energoprojekt Katowice, which has become the project’s subcontractor. “Representatives of both companies are currently carrying out on-site inspections on the premises of SEJ,” says Zbigniew Opałko, project manager of the fluidal block construction. “Detailed analysis of the existing documentation and examination of the facilities located within the plant’s area, will soon make it possible to create, among other things, a construction design, and will also allow us to obtain all necessary building permits and permits for subsequent operation of the block. Until now, ILF has already prepared the wording of a technical part to be contained in the contract notice for the selection of the general contractor,” adds Zbigniew Opałko.
Next year in January, SEJ will launch the public tender for the selection of the General Contractor. The Management Board of SEJ foresees that given the complexity and size of the project, the process of selecting the General Contractor will take at least a few months.
“We expect that we will obtain a final and binding building permit in the middle of the next year, and at the end of the year, the agreement with the General Contractor will be signed,” says the project manager.
The expected date of commencing construction works is scheduled for March 2013. The new fluidal block which will blend with the existing infrastructure, will have been completed by the end of 2015.
